Our Strategy 2025-30 and Forward Work Plan 2025-28: Final versions now released

Following extensive consultation and valuable feedback from our stakeholders, we’re pleased to publish the final versions of our Strategy for 2025-30 and Forward Work Plan for 2025-28.

As part of our consultation on the Forward Work Plan (FWP) in January, we received three responses from REC Parties and broad support for the plan’s content throughout our engagements. As a result, we’re moving forward with the priorities outlined in the FWP as consulted on, ensuring alignment with the feedback shared by our stakeholders.

 

What is our Strategy?

Our Strategy 2025-30 sets out our vision and goals for the Retail Energy Code (REC) and RECCo over the next five years. This forward-looking document provides a roadmap to guide our initiatives and priorities, ensuring we stay ahead in the changing retail energy sector.

Our mission and the REC’s objectives form the foundation of our Strategy, structured around three strategic aims:

  1. Perform: We are a trusted, expert provider and enabler of code management and services
  2. Protect: We safeguard consumers’ interests and data by providing digital services tailored to the retail energy market
  3. Progress: We drive solutions and innovations to support an effective retail energy market for today and the future

What is our Forward Work Plan?

Our Forward Work Plan 2025-28 details our key initiatives and activities over the next three years. It ensures we stay adaptable to market changes while delivering value to stakeholders. We’ve identified four key areas of focus:

  1. Service Excellence
  2. Consumer Protection & Data Security
  3. Innovation & Market Facilitation
  4. Upcoming Regulatory Adjustments

What is our Budget?

In February, we published our final Budget 2025-26, which outlines our financial projections for the year ahead and estimates for the two subsequent years. It reflects the necessary investments to improve the quality of our services, deliver on our portfolio of programmes, enhance our internal resources, and fund the costs of the services we manage on behalf of the retail energy industry.

The final Budget was subject to a 10-working-day appeal window, in line with the requirements of the REC. No appeals were raised during the appeal window, and the published Budget has now been agreed upon.
