The REC Code Manager
The REC Code Manager is responsible for delivering the day-to-day functions of the Retail Energy Code and supporting the industry in fulfilling its code obligations. RECCo has procured best-of-breed service providers who work together to provide the Code Manager function. Its activities are summarised as follows:
Expert party support through the entry and exit process and Operational Account Managers (OAMs)
Assuring REC Parties, REC Processes and Service Providers
Provision of the REC Portal and Service Desk – acting as the primary point of contact for REC Parties
Designing, implementing, and managing the REC Performance Assurance Framework.
End-to-end delivery of the REC Change process
Delivering education and training based on stakeholder needs
Technical Design Authority – maintain the integrity of REC technical documents and products
Data Management – Implement and manage EMAR and REC technical interfaces

Electricity Enquiry Service & Gas Enquiry Service
The Electricity Enquiry Service (EES) and Gas Enquiry Service (GES) are both governed under the Retail Energy Code. The Enquiry Services provide REC Parties and non-REC Party Users (such as Price Comparison Websites) information they need to facilitate consumer switching.
Green Deal Central Charge Database (GDCC)
The Green Deal was a government-run energy efficiency scheme that helped consumers make energy saving efficiencies to their homes. RECCo manages the ongoing systems and data for this legacy service. The GDCC facilitates GB Green Deal plans by providing a point of reference and interaction between relevant Green Deal Users.
Central Switching Service
The Central Switching Service (CSS) went live in July 2022 and is now governed under the Retail Energy Code. The CSS supports the faster and more reliable switching of energy suppliers, allowing consumers to transfer necessary data within 5 working days.
Energy Theft Tip-off Service
The Energy Theft Tip-off Service (ETTOS) is a service operated by Crimestoppers for members of the public to report suspected theft of gas and electricity anonymously. Crimestoppers securely notify the tip-off to the relevant gas or electricity supplier for investigation. If the supplier cannot be identified, Crimestoppers will inform the appropriate Gas Transporter or Electricity Distribution Network Operator for further analysis.
