Evolving REC Performance Assurance: What’s changing and when

We’re updating how REC Performance Assurance is delivered, including a new REC Party Assurance provider and changes from 1 September 2026.

Background: Building a formal assurance regime for the REC

Before the Retail Energy Code (REC) went live, there was no formal Performance Assurance service within the retail codes. Recognising the importance of strong consumer protection and effective market oversight, RECCo appointed a specialist provider to design and establish a new assurance framework for the REC.

Over the past four years, Deloitte has worked closely with RECCo and industry to design, embed, and continuously refine the REC Performance Assurance Framework. Their expertise has helped ensure the regime reflects market practices, supports REC objectives, and places consumer interests at its core. We’re grateful for their partnership and the robust foundations they have helped to create.

As Deloitte’s contract comes to an end, we have taken the opportunity to consider how Performance Assurance should evolve to meet future needs. Our focus is on delivering proportionate and effective assurance that provides clearer insight into compliance and market behaviours, while making greater use of our Digital Services partner to improve efficiency, responsiveness, and value for money.

Looking ahead: Our evolving service delivery model

RECCo’s service delivery model combines competitively procured specialist expertise with strong in-house oversight. This approach has enabled us to assure delivery quality, contractual compliance, and alignment with REC objectives, while working collaboratively with industry to improve reporting, enhance visibility of market behaviour, and strengthen consumer protections.

Bringing assurance strategy and core products in-house from September 2026

From September 2026, we’ll bring delivery of the Performance Assurance strategy and core assurance products in-house, increasing transparency, strengthening control, and enabling a faster response to emerging retail risks. This evolution aligns with the direction of travel under Ofgem’s Code Reform, which sets the intention for RECCo to become the licensed REC Code Manager.

Continuing specialist delivery support where it adds most value

To maintain continuity and leverage established expertise, activities such as data analytics, the Theft Detection Incentive Scheme management, and market entry and exit processes will be delivered by established existing service providers with proven expertise — Capgemini and Talan.

Deloitte will also remain a delivery partner for REC Qualification services, ensuring consistency in this critical area.

New REC Party Assurance provider: Moorhouse appointed

Following a competitive procurement process, we’re pleased to announce Moorhouse as RECCo’s new REC Party Assurance provider. Moorhouse will bring fresh insight and challenge to the role, while maintaining a proportionate and outcomes-focused approach. After a mobilisation period beginning in April 2026, Moorhouse will assume responsibility for service delivery from 1 September 2026.

Transition approach: Minimal disruption, no action required

RECCo, together with both outgoing and incoming partners, is committed to ensuring a smooth transition with minimal disruption. While stakeholders will engage with new contacts under the refreshed service model, continuity and knowledge transfer are being carefully managed. No action is required from REC Parties or service users at this stage, and all obligations continue as usual.

We thank Deloitte for their significant contribution in establishing a strong, consumer-focused performance assurance regime since REC go live. As we welcome Moorhouse, we look forward to building on this foundation and working with industry to deliver the next phase of assurance — combining proportionate oversight with actionable insight to support both market efficiency and consumer protection.
