RECCo is an independent, proactive, and forward-looking non-profit company set up to enable the implementation and ongoing development of the Retail Energy Code in an effective and efficient way. This involves procuring and managing a number of REC Services, including the competitive procurement of the REC Code Manager service which delivers the day-today operational elements of the REC. Our aspiration is to deliver service excellence across everything we do, including the REC services we manage on behalf of REC Parties.
What we manage
RECCo was established with the principal role of implementing, maintaining, and providing strategic oversight of the Retail Energy Code (REC). Within the REC itself, RECCo has a number of obligations, some of which we discharge to managed third parties. This section provides details of what we operate and manage on behalf of our stakeholders.
The Code Manager Service
The REC Code Manager service is responsible for delivering the day-to-day operational elements of the REC. The service is delivered by three service providers under ‘one code manager’ service, overseen by RECCo. The Code Manager is responsible for:
- Designing, implementing and managing the REC Performance Assurance Framework
- Assuring REC Parties, REC Processes and Service Providers
- Provision of REC Portal and Service Desk – acting as the primary point of contact for REC Parties
- Expert party support through the Operational Account Managers (OAMs)
- End-to-end delivery of the REC Change process
- Delivering education and training based on stakeholder needs
- Technical Design Authority – maintain integrity of REC technical documents and products
- Data Management – Implement and manage EMAR and REC technical interfaces

Electricity Enquiry Service
The Electricity Enquiry Service (EES) was formally known as the Electricity Central Online Enquiry Service (ECOES). The EES is a service funded by electricity suppliers and distributors and governed under the Retail Energy Code (REC). EES was designed to assist suppliers in the customer switching process by allowing the triangulation of data; it is also used to provide benefit to REC Parties and non-REC Parties – such as Price Comparison Websites (PCWs).
Gas Enquiry Service
The former Data Enquiry Service (DES) has been renamed as the Gas Enquiry Service (GES) on 18 July 2022, as part of the launch of the new switching arragnements under the Retail Energy Code (REC). The GES can be used by market participaints to examine data relating to Registerable Measurement Points (RMPs), also known as supply meter pionts. GES is now governed under the REC, is managed by RECCo and is availble through Xoserve’s Service Portal. The GES inlcudes:
- an online portal
- three application programming interfaces (APIs): Supply Point Switching, Supply Point Switching, Supply Point Enquiry and the Meter Point Enquiry
- several data extracts
Green Deal Central Charge Database (GDCC)
The primary purpose of the GDCC is to facilitate the creation and administration of Green Deal Plans in Great Britain, by providing a point of reference and interaction between relevant Green Deal Users.
Energy Theft Tip Off Service (ETTOS)
ETTOS is a service operated by Crimestoppers for members of the public to anonymously report suspected theft of gas and electricity.
Crimestoppers securely notify the tip-off to the relevant gas or electricity supplier for investigation. If the supplier cannot be identified, Crimestoppers will notify the relevant Gas Transporter or electricity Distribution Network Operator for further investigation.
Market Stabilisation Charge (MSC)
The MSC is a £ per kWh charge which Ofgem will determine on a weekly basis. It is a charge which is to be levied on suppliers who gain customers through switching. When a customer switches to a new supplier, the MSC in effect at the time of the switch is multiplied by the customer’s annual consumption and the gaining supplier pays that amount into the scheme.
Central Switching Service (CSS)
The Central Switching Service (CSS) was launched on 18th July 2022 as part of the new faster and more reliable switching arrangements. The CSS comprises of a Registration Service and an Address Management Service:
- The Registration Service maintains a central database for electricity and gas Registrations.
- The Address Management Service allocates all energy RMPs at a given premise to a unique address, called a Retail Energy Location (REL) Address. This is the principal address that Consumers are likely to provide (e.g. to an Energy Supplier or a Price Comparison Website).
The CSS operate alongside the existing industry registration services (the Electricity Retail Data Service (ERDS) for electricity and the Gas Retail Data Service (GRDS) for gas).
