We are pleased to announce that the Authority approved REC Change Proposal R0041: REC V3.0.
Initially, the decision of the approval was published by the Authority on 17th June. The decision was revoked on 20th of June as some errors in the legal text came to light. After a new submission and recommendation for approval took place, the Authority approved the revised text and new recommendation on 20th June 2022.
This change will implement the governance for the new switching arrangements, including introducing the Central Switching Service (CSS) under the REC on 18th July 2022.
Background:
Ofgem launched the Switching Significant Code Review (SCR) in November 2015 in order to introduce the necessary changes required to licences and industry codes for the Switching Programme.
On 7 April 2022, REC Change Proposal R0041 was raised by Ofgem as an Authority Change Proposal under the Switching SCR and pursuant to Section 9.3 (Change Paths) of the REC Change Management Schedule. RECCo was responsible for developing the REC V3.0 drafting with expert input and review from industry stakeholders before baselining within the Switching Programme. We would like to thank all stakeholders for their support to reach this crucial milestone.
R0041 was approved by the Authority following the determination that it better facilitated the following REC Objectives:
- to ensure the REC operates and evolves in a manner that facilitates the achievement of its mission statement;
- to ensure customers’ interests and data is protected in the operation of the REC; and
- to drive continuous improvements and efficiencies in the operation of the REC and the central systems and communication infrastructure it governs.
It is expected that this is the last decision in respect of the REC under the Switching SCR. Where circumstances change before the end of the Switching SCR, Ofgem will consult with industry stakeholders as appropriate.
