Our CEO, Sid Cox, has announced a series of changes that will be made to RECCo’s leadership team starting 1st February 2024. These updates demonstrate our dedication to enhancing and evolving our team while ensuring that we remain aligned with the objectives outlined in our Forward Work Plan for 2024-2027. From 1st February:
- Elizabeth Lawlor will take on the role of Chief Operating Officer (COO).
- Brian O’Shea will take on the role of Chief Finance and Commercial Officer (CFCO).
- Mark Loveday will take on the role of Director of Operations, reporting to Elizabeth as the COO.
- Jon Hawkins will take on the role of Director of Operational Programmes, reporting to Elizabeth as the COO.
Taking these changes into account, the RECCo Executive team will now comprise of:
- Sid Cox as CEO;
- Elizabeth Lawlor as COO;
- Brian O’Shea as CFCO;
- Rachael Anderson as Director of Corporate Affairs;
- Tracy Hardy as Interim Director of Data, Technology and Transformation (while Pete Davies is on shared parental leave); and
- Jon Dixon as Director of Strategy and Development.

Celebrating our team’s success
Commenting on the change, Sid says: “Please join me in congratulating Elizabeth, Brian, Mark, and Jon on their new roles, which reflects their contribution to the business over the course of last year, together with the whole Executive Team, the efficacy of the interim organisation that we put in place, and the continued activities that RECCo is responsible for.”
Our evolution so far
These changes reflect the evolution of RECCo. RECCo’s original Target Operating Model was envisaged as a small organisation of professional experts tasked with procuring and managing predominantly outsourced services. Since then, RECCo has developed a track record of delivering on time and on budget whilst our scope has increased to meet the market’s changing needs.
- RECCo was established in 2019 by Ofgem to implement the Retail Energy Code (REC) and set up the required services to meet the code requirements.
- In September 2021, the REC became fully operational, achieving Ofgem’s Retail Code Consolidation programme. We also mobilised our first REC Service contracts, including the REC Code Manager Service, Electricity Enquiry Service, Green Deal Central Charge database, the Energy Theft Tip Off Service and metering accreditation services.
- In June 2022, we implemented Ofgem’s Market Stabilisation Charge arrangements.
- In July 2022, we incorporated the Central Registration Service (CRS) governance arrangements under the REC and the Gas Enquiry Service (GES) provision.
- In April 2023, we consolidated the metering code of practices under the REC and launched a single accreditation regime.
